**Dear Editor, This morning I received an encouraging e-mail from someone I hadn't heard from in over six months. He is an Iraqi citizen who is working now as an engineer on a big water project in Iraq. Over the last 15 years the infrastructure has been allowed to deteriorate to the point of utter disrepair. The people we interacted with there lacked basic sanitation, running water, electricity, even gasoline. So I was excited to hear that things are getting rebuilt...
