Mississippi man finally comes clean

A former Culbertson man who received a ticket on Aug. 20, 1990, has finally come clean and paid up. Rick Lalan, of Horn Lake, Miss., was ticketed for no valid registration, no operator's permit and no proof of insurance in 1990.
