Former Omaha woman sentenced for theft from federal program

LINCOLN, Neb. — Carolynne R. Parker, 51, formerly of Omaha, Nebraska, was sentenced to 21 months in federal prison for theft from a federally funded program. Senior U.S. District Judge John M. Gerrard delivered the sentence on Monday in Lincoln. Parker, now living in Maineville, Ohio, was also ordered to serve three years of supervised release after her prison term.

Parker, who worked as the chief operating officer for Fallbrook Family Health Center, misappropriated over $109,000 during her time at the clinic. She inflated her salary, deposited clinic funds into her personal account, and wrote unauthorized checks to her consulting firm, Acute Practice Solutions, after her contract had ended.

IRS agents first raised concerns about missing employment tax payments in 2019. A subsequent investigation revealed Parker’s financial mismanagement, including unpaid taxes, mismanaged payroll, and unpaid bills, which led to penalties and collections against the clinic.

Judge Gerrard, during sentencing, remarked that Parker had shown an unprecedented lack of accountability in his 24 years on the bench. Parker entered a no-contest plea to the charges.

The case was investigated by the Lincoln Police Department and the FBI. Authorities urged businesses to implement checks and balances for office management.
