City schedules special meeting to approve sports complex contract
The City of McCook has scheduled a special meeting for noon on Dec. 23, 2024, in the City Council Chambers to consider an agreement with Mammoth Sports Construction for the design and pre-construction of a new sports complex. The meeting marks a significant step forward in the city’s efforts to develop a state-of-the-art sports facility for local and regional use.
Contract terms
The proposed contract obligates the City of McCook to pay Mammoth Sports Construction $680,000 for Phase one services, which include professional engineering, design development, and pre-construction planning. This phase will lay the groundwork for an estimated $15 million construction project scheduled to begin in January 2025. The agreement also ensures the commitment of $164,889.96 in remaining ARPA funds, which must be obligated by Dec. 31, 2024, to comply with federal requirements.

The American Rescue Plan Act (ARPA) was enacted in 2021 to mitigate the economic and public health impacts of the COVID-19 pandemic. A portion of ARPA’s $1.9 trillion relief package was allocated to local governments through the State and Local Fiscal Recovery Funds (SLFRF). The funds can be used for public health initiatives, economic recovery, essential worker support, and infrastructure projects, such as the McCook sports complex. However, the funds come with strict guidelines and deadlines for allocation.
