Businesses oppose new Skill Games tax
McCOOK Neb. - Two local business owners expressed opposition to a potential occupational tax on games of skill at Monday’s City Council meeting.
Nick Nothnagel, owner of N-stant Convenience and Hi Times Liquor, and Robert Hall, owner of the Bottle Shop, Spirit Shop, and Dr. Feel Good, shared their concerns on the tax.
Nothnagel listed several taxes he currently pays, including fuel and cigarette taxes, and soon lottery sales and a candy and sugary drink tax. “It’s getting overwhelmingly frustrating,” said Nothnagel.
City Manager Nate Schneider expressed concern about potentially capping property tax: It would make it difficult to adjust or continue to provide the services we currently provide without finding other revenue sources. The proposed operational tax is similar to that of North Platte.
The council passed the first of three readings but made it clear that it wants more information before making a final decision and is open to ideas from the business owners regarding what they feel would be fair.
Schneider announced the good news that the CCC Grant for the Creative District planning project was approved. The city contributed $20,000 to the combined $100,000 for the matching grant.
A Public Hearing was held and approved regarding a request to move a house from 409 West 1st Street to 71823 Road 386.
An additional Public Hearing regarding the proposed “Incentive Plan” for the construction of housing in the municipality targeted to house existing or new workers for the City of McCook will authorize the use of tax increment financing for the construction of workforce housing in the redevelopment areas of the City of McCook.
The council approved second reading for Ordinance No. 2024-3076, which amends Chapter 38: Appendix E, Water Department Rates and Fees, and Ordinance No. 2024-3077, which amends Chapter 38: Appendix D, Sewer Department Rates and Fees.
The consent agenda, which establishes a handicapped parking stall on the west side of the 400 block of Norris Avenue and authorizes city staff to submit a nuisance Program Application to the West Central Nebraska Development District, was approved.
Tera Koetter, the Assistant City Manager, gave an update on the swimming pool. Work has begun on the slide formations, diving stamp pad, and bathhouse. The pool will be open this summer but not by the originally proposed Memorial Day time frame. Schneider said, “They’re working as hard as they can.” They have begun the process of hiring summer help.
Executive Sessions were held for a strategy session concerning the sports complex’s real estate purchase and a strategy session regarding potential litigation. Mayor Linda Taylor addressed the continued need for closed executive sessions when asked about it via email.
“This real estate purchase will be one that will move McCook forward as a community! We are excited for the opportunity to do it.” Taylor said.
