Cuts are illegal

Dear Editor,

Let it be known that what the governor is doing to education is unconstitutional. The   Nebraska Constitution has provided, since we were a state, that the Legislature "shall" (and as we know the word "shall" is mandatory, not permissive) provide for the free instruction in the common schools.

In addition, you combine that provision of our constitution with Article 1 section 3 Nebraska Constitution and the 14th Amendment of the federal that provides that "no citizen may be treated unequally " in granting benefits under the law. Because of lack of funding there is clear Constitutional violation.
